Plant Passport will be standard, but issuing varies in EU

The European Nurserystock Association is concerned about the upcoming EU Plant Health Regulation, but also satisfied about pest and disease eradication campaigns.

For the EU Plant Health Regulation the whole supply chain in the EU needs to use a new uniform EU Plant Passport: including ’country of origin’ and ’traceability code’ on the label.

Although the regulation will be effective from December 2019, according to the European Nurserystock Association (ENA) many nurserymen are concerned having all the traceability systems in place and working end of this year. At this moment the issue of passports is not the same in every member state.

Traceability of plant material will be highly important, in the case of an outbreak of a regulated pest or disease in the EU, like the quarantine bacterium Xylella fastidiosa, citrus long-horned beetle Anoplophora chinensis or the Asian long-horned beetle A. glabripennis.

The ENA is satisfied about eradication campaigns in the EU and member states, because affected companies can apply for compensation of their losses. Although compensation is depending on the member state itself.
